hello i've come across the same problem lol
Delete the finedb file in the FineReport_10.0\webapps\webroot\WEB-INF\embed\ folder, and open the designer.bat file under FineReport_10.0\bin with administrator rights.
TIPS: Most of this situation occurs when the designer is installed on the C drive, so it is recommended that you can put it in a disk other than the C drive when installing the designer
